<b>Some of the radioactive material that escaped the Fukushima Daiichi nuclear reactor in 2011 took a form no one was looking for, scientists have discovered. Now they have to figure out what it means for Japan and for future disasters.</b></div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
Radioactive cesium—specifically, cesium-137—is one of the waste products of nuclear power. It’s also one of the most dangerous substances in a nuclear disaster like Chernobyl or Fukushima.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
One reason why is that the type of radiation it emits is particularly damaging to our bodies. Another is that cesium-137 dissolves in water. That means it can spread quickly through the environment and get into the plants, animal and water we consume.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
Until now, scientists and disaster experts thought cesium-137 fallout from the Fukushima reactor meltdown was in this soluble form. That guided their cleanup efforts, like removing and washing topsoil, and helped them map where radiation might spread.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
It turns out that wasn't entirely true. Satoshi Utsunomiya, a geochemist at Kyushu University in Japan, announced over the weekend that he had found cesium-137 in a new form: trapped inside tiny glass particles that spewed from the damaged reactors. These particles are not water soluble, meaning we know very little about how they behave in the environment—or in our bodies. He found the particles in air filters placed around Tokyo at the time of the disaster.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
According to Utsunomiya, high temperatures inside the malfunctioning reactors at the Fukushima plant melted and broke down the concrete and metal in the buildings. Silica, zinc, iron, oxygen and cesium-137 fused into millimeter-wide glass microparticles, each about the size of a pin’s head. Lifted into the atmosphere by the fires raging at the plant, they then blew about 240 kilometers southwest to Tokyo.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
“As much as 89% of all of the cesium [in Tokyo] was in fact in these particles. It’s profound,” says Daniel Kaplan, a geochemist at Savannah River National Laboratory in South Carolina. He attended Utsunomiya’s lecture describing the findings at the ongoing Goldschmidt Conference in Yokohama, Japan.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
Kaplan says similar particles were observed near the Chernobyl reactors after the explosion there in 1986. But they were only seen within about 30 kilometers; beyond that, cesium-137 was only observed in rain.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
Japanese researchers had previously found smaller versions of these cesium-containing glassy particles in Tsukuba, about 170 km from Fukushima, although apparently not at such high concentrations. One earlier paper also suggested that cesium-137 might work its way out of the particles over time.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
The discovery could change how we model fallout from nuclear disasters. Kaplan explains that it might add a new variable to the models we use to predict where radioactive particles will go and how long they’ll stay there. It might also change how we treat cesium-137 during cleanup and monitoring.</div>

It is probably still too early to say what this means for people living in Tokyo or elsewhere in Japan. Kaplan thinks the amount of radiation they received probably hasn’t changed. Whether they got it from water-soluble cesium-137 or from these particles, the radiation dose was the same—and for Tokyo residents, that number was within the margin of safe exposure.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
The bad thing about water-soluble cesium-137 is that it can easily get into our bodies from soil by way of plants and animals. This new discovery alleviates that concern. But it opens up a new possibility we know little about.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
“If the particles are in the air—because that’s how they get to Tokyo—then when you are aspirating this air you should find them in some ways on your lungs,” says Bernd Grambow, who studies nuclear waste chemistry as head of the SUBATECH laboratory in France.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
Water-soluble cesium-137 that makes it into our lungs passes into the bloodstream and is peed out within a few weeks. But Grambow says we really don’t know what happens to insoluble cesium-137-containing particles if they get in our lungs. Some of them are likely coughed out or removed by our lungs' other normal processes. As for the rest, Grambow says we don't know how long they might remain.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
He cautions that any internal radiation from particles containing cesium-137 would be much less than the doses people got from external radiation, which would come from cesium-137 and other radioactive elements in the soil or the environment around them. “We don’t know very much, and my point is only that they should be studied,” Grambow says.</div>
<div style="font-family: inherit; font-weight: 400; margin: 6px 0px;">
Utsunomiya's next step is finding out how much of the cesium-137 that ended up in soils in Tokyo and elsewhere was in these glass particles. That way, researchers will be able to better understand how cesium made its way out of the reactor and into the environment.</div>

The event was organized by groups such as "Eat, and Energize the East," which strives to put Tohoku-grown food back on the map, and which was formed in the wake of the Great East Japan Earthquake in 2011.</div>

Yoshitaka Ono, 34, head of an agricultural support group called "Cool Agri" based in Koriyama, Fukushima Prefecture, and 31-year-old Masamichi Egawa, who both reside in the prefecture, actively promoted locally grown ingredients at the event.</div>

Ono runs an organic fruit farm, while Egawa focuses on growing potatoes and asparagus, in addition to trying to popularize a rare type of saffron that had traditionally been grown in Fukushima Prefecture.</div>

At the hamburger event on March 18, held in Tokyo's trendy Ebisu district, Ono provided a sauce processed from various fruits from his farm, and Egawa supplied saffron-rice buns made from his saffron.</div>

Adding the sauce and the buns to the meat and the tomatoes makes the hamburger "Instagrammable." A number of impressed participants took photos of the completed burgers with their smartphones before eating them.</div>

In addition, Ono told the crowd about his barbeque area and beer garden situated in the middle of his apple fields, which is designed to bring producers and consumers together.</div>

"The vegetables (in Fukushima Prefecture) retain key nutrients and develop a brilliant, slightly sweet taste. Many families with small children have not returned to municipalities in Fukushima Prefecture that were affected by the 2011 nuclear accident at Tokyo Electric Power Company Holdings, Inc.’s Fukushima No. 1 nuclear power plant, a Yomiuri Shimbun survey has found.</div>

According to the survey, next fiscal year, a total of 531 children will attend public elementary and junior high schools in nine municipalities — five in which public schools will resume operating in April and four in which schools have already resumed operating following the lifting of evacuation directives. This is only 8.6 percent of the total number of children who had been enrolled at public schools in these nine municipalities before the nuclear accident. The survey shed light on the situation, finding that many families with small children have been slow to return to their hometowns as they have already established their lives in the places to which they evacuated, such as by finding employment.</div>

government to evacuate residents from a highly contaminated area surrounding the
plant and extending to the northwest. The plume crossed the Pacific Ocean and

2008, Hayama has studied the bodies of monkeys killed in Fukushima City's effort
to control the monkey population and protect agricultural crops (about 20,000
monkeys are "culled" annually in Japan). Because he was already studying the
monkeys, he was ideally positioned to notice changes affected by radiation
exposure.</div>

to continue this research and create a record.”</div>

Fukushima
City is 50 miles northeast of the Fukushima-Daiichi Power Plant, so the
radiation levels have been lower there than in the restricted areas, now
reopening, that are closer to the plant. Hayama was unable to test monkeys in
the most-contaminated areas, but even 50 miles from the plant, he has documented
effects in monkeys that are associated with radiation. He compared his findings
to monkeys in the same area before 2011 and to a control population of monkeys
in Shimokita Peninsula, 500 miles to the north.</div>

recovered. So we have to say this is not an acute phenomenon. It has become

turned 70 I thought, I’ve done enough, I can sit back. And then the nuclear

something left in me that I can do? A year later in 2012, with a cameraman and a
sound engineer, the three of us just decided: In any case let’s just go to
Fukushima, see what’s there.”</div>

exposure to radiation.</div>

The
white spots also turned up on black cows. Some types of marine snails vanished,
then gradually returned. Fir trees stemmed differently, and the flower stalks of
some dandelions grew thick and deformed. Dandelion stalks are a favorite food of
Japanese monkeys, but the monkeys showed no obvious deformities, so Isawaki
turned to Hayama to find out how radiation was affecting them.</div>

2017 film, just completed, is his first to investigate effects in the monkeys'

Руководитель экологической организации "Планета надежд" Надежда Кутепова родилась в Озерске – в том самом закрытом городке под Челябинском, в котором и находится ПО "Маяк". Уехать оттуда ей пришлось два года назад, когда НКО был присвоен статус иностранного агента, а саму Надежду в эфире федерального телеканала объявили шпионкой, фактически обвинив в госизмене. Сегодня вместе с тремя детьми она живет во Франции.</div>

– В этом году впервые в Озерске проводятся мероприятия, которые посвящены годовщине аварии, – рассказывает Надежда Кутепова. – Впервые за все время. Я коренная жительница, и ни разу на моей памяти не было никаких подобных акций. То есть всегда была даже несколько странная тишина, а в этом году прямо целый список событий, посвященных 60-летию аварии. Это связано, в первую очередь, с чествованием ликвидаторов и с тем, что Росатом выпустил памятный знак для них. Конечно, все это выглядит немного бутафорией, но, с другой стороны, неплохо, что они это начали. Но никакой речи о мероприятиях для людей, которые пострадали, были эвакуированы, или что-то с ними произошло – этого ничего нет.</div>

the decommissioning of the Fukushima nuclear power station proposed Thursday
that melted fuel be removed from the side of three of the crippled reactors as
part of the process to scrap the complex.</span></span></div>

<span style="font-size: small;"><span style="font-family: Trebuchet MS, sans-serif;">Based on a formal proposal, the government and the
plant operator Tokyo Electric Power Company Holdings Inc (TEPCO) will determine
specific approaches to carry out the process on each reactor next month and
update the plant decommissioning road map.</span></span></div>

<span style="font-size: small;"><span style="font-family: Trebuchet MS, sans-serif;">Under its strategic plan for 2017, the Nuclear Damage
Compensation and Decommissioning Facilitation Corp called for the removal of the
fuel by partially filling the three reactors with water to cover some of the
nuclear debris while allowing access to carry out the work.</span></span></div>
<div style="color: #444444; font-size: 14px; line-height: 1.4em; margin-bottom: 1em;">
<span style="font-size: small;"><span style="font-family: Trebuchet MS, sans-serif;">The entity also pointed out that the decommissioning
work requires phased efforts while maintaining flexibility, as the project still
faces many uncertainties.</span></span></div>

<span style="font-size: small;"><span style="font-family: Trebuchet MS, sans-serif;">The extraction work from the Nos. 1-3 reactors at the
Fukushima Daiichi nuclear complex, which suffered meltdowns following the
massive 2011 earthquake and tsunami disaster, is seen as the most difficult step
toward the ultimate goal of decommissioning the entire complex, set to take at
least 30 to 40 years to complete.</span></span></div>

to shave debris from the underside of the lower section of the reactors'
containment vessel while controlling the level of water.</span></span></div>

vessel but also piled and scattered at the bottom of the containment vessel that

the entity will consider removing it from the upper part of the reactors, it

strategy to fill the containment vessel with water as water is effective in
containing radiation, but it has shelved the idea as the reactor containers are
believed to have been damaged and would leak.</span></span></div>

tsunami inundated the six-reactor plant, located on ground 10 meters above sea
level, and flooded power supply facilities.</span></span></div>

The teenagers toured the site of the crippled Fukushima No. 1 nuclear power plant by bus on Nov. 18 to get a firsthand look at work to decommission the reactors following the triple meltdown in 2011.</div>

<b><i>Following a magnitude 9.0 earthquake and subsequent tsunami on March 11, 2011 in Japan, it quickly became clear the rescue work needed far outstripped the capabilities of Japan’s Self Defense Forces. The tsunami, whose waves reached heights of 130 feet, crippled the Fukushima nuclear plant, shutting down its cooling system and causing a nuclear meltdown that devastated the immediate area and at one point threatened to send a radioactive cloud over much of the nation.</i></b></div>

The United States quickly dispatched an entire aircraft carrier group, centered on the USS Ronald Reagan, some 25 ships, for what came to be known as Operation <em style="box-sizing: inherit;">Tomadachi</em> (Friend). The U.S. provided search and rescue, and medical aid. Thousands of American military personnel assisted Japanese people in desperate need.</div>

But it did not take long before the problems started.</div>

Military personnel soon began showing signs of radiation poisoning, including symptoms rare in young men and women: rectal bleeding, thyroid problems, tumors, and gynecological bleeding. Within three years of the disaster, young sailors began coming down with leukemia, and testicular and brain cancers. Hundreds of US military personnel who responded to Fukushima <a href="http://www.huffingtonpost.com/2014/03/07/fukushima-navy-radiation-fundraising_n_4916401.html" style="background-color: transparent; box-sizing: inherit; color: #990000; text-decoration-line: none;">reported</a> health problems related to radiation.</div>
<div style="box-sizing: inherit; color: #1a1a1a; font-family: Merriweather, Georgia, serif; font-size: 15px;">
Some of those affected had worked in the area of the nuclear disaster, some had flown over it, many had been aboard ships that drew water out of the contaminated ocean to desalinate for drinking. All personnel were denied any special compensation by the US government, who referred back to Japanese authorities’ reports of relatively low levels of radiation, and to the military’s own protective efforts.</div>

In a final <a href="http://registry.csd.disa.mil/registryWeb/Registry/OperationTomodachi/DisplayAbout.do" style="background-color: transparent; box-sizing: inherit; color: #990000; text-decoration-line: none;">report</a> to Congress, the Department of Defense claimed personnel were exposed to <a href="http://sanfrancisco.cbslocal.com/2014/11/21/navy-sailors-report-radiation-sickness-japan-quake-tsunami-fukushima-nuclear-power-plant/" style="background-color: transparent; box-sizing: inherit; color: #990000; text-decoration-line: none;">less radiation</a> than a person would receive during an airplane flight from Los Angeles to Tokyo. The Defense Department <a href="http://www.huffingtonpost.com/2014/03/07/fukushima-navy-radiation-fundraising_n_4916401.html" style="background-color: transparent; box-sizing: inherit; color: #990000; text-decoration-line: none;">stated</a> due to the low levels of radiation “there is no need for a long-term medical surveillance program.”</div>

However, five years after the disaster and more than a year after its final report, a Navy spokesperson <a href="http://www.military.com/daily-news/2016/03/14/16-us-ships-that-aided-japan-still-contaminated-with-radiation.html" style="background-color: transparent; box-sizing: inherit; color: #990000; text-decoration-line: none;">admitted</a> that 16 US ships from the relief effort remain contaminated. However, the Navy continued, “the low levels of radioactivity that remain are in normally inaccessible areas that are controlled in accordance with stringent procedures.”</div>

On March 16, five days after the meltdown, the State Department authorized the voluntary <a href="https://japan.usembassy.gov/e/acs/tacs-20110321-travel-warning.html" style="background-color: transparent; box-sizing: inherit; color: #990000; text-decoration-line: none;">departure from Japan</a> of eligible family members of government personnel assigned to the US Embassy in Tokyo and other State Department facilities.</div>

Ten days later, the US military moved over <a href="https://www.dvidshub.net/news/67768/joint-task-force-505-operates-okinawa-yokota" style="background-color: transparent; box-sizing: inherit; color: #990000; text-decoration-line: none;">7,000 military family members</a> out of Japan under what was also called a “voluntary departure.” The effort, codenamed Operation Pacific Passage, also relocated close to 400 military pets.</div>

Tokyo is about 150 miles away from the Fukushima disaster site.</div>

Dr. Helen Caldicott</b><br />
<br />
Dr Helen Caldicott is an Australian physician and a leading anti-nuclear
activist. She is a widely respected lecturer and authority on the topic, and
played an integral role in the formation of the organisations Physicians for
Social Responsibility and International Physicians for the Prevention of
Nuclear War.<br />
<br />
The latter was awarded the Nobel Peace Prize in 1985. She has won numerous
prizes for her efforts, such as the Humanist of the Year award from the
American Humanist Association.<br />
<br />
Due to my personal concerns regarding the ignorance of the world’s media and
politicians about radiation biology after the dreadful accident at Fukushima in
Japan, I organized a 2 day symposium at the NY Academy of Medicine on March 11
and 12, 2013, titled ‘The Medical and Ecological Consequences of Fukushima,’
which was addressed by some of the world’s leading scientists, epidemiologists,
physicists and physicians who presented their latest data and findings on
Fukushima. [1]<br />
<br />
<b>Background<br />
</b><br />
The Great Eastern earthquake, measuring 9.0 on the Richter scale, and the
ensuing massive tsunami on the east coast of <st1:country-region w:st="on">Japan</st1:country-region> induced the meltdown of three
nuclear reactors within several days. During the quake the external power
supply was lost to the reactor complex and the pumps, which circulate up to one
million gallons of water per minute to cool each reactor core, ceased to function.
Emergency diesel generators situated below the plants kicked in but these were
soon swamped by the tsunami. Without cooling, the radioactive cores in units 1,
2 and 3 began to melt within hours.<br />
<br />
Over the next few days, all three cores (each weighing more than 100 tonnes)
melted their way through six inches of steel at the bottom of their reactor
vessels and oozed their way onto the concrete floor of the containment
buildings. At the same time the zirconium cladding covering thousands of
uranium fuel rods reacted with water, creating hydrogen, which initiated
hydrogen explosions in units 1, 2, 3 and 4.<br />
<br />
Massive quantities of radiation escaped into the air and water – three times
more noble gases (argon, xenon and krypton) than were released at Chernobyl,
together with huge amounts of other volatile and non-volatile radioactive
elements, including cesium, tritium, iodine, strontium, silver, plutonium,
americium and rubinium. Eventually sea water was – and is still – utilized to
cool the molten reactors.<br />
<br />
<st1:city w:st="on"><st1:place w:st="on"><b>Fukushima</b></st1:place></st1:city><b>
is now described as the greatest industrial accident in history.<br />
</b><br />
The Japanese government was so concerned that they were considering plans to
evacuate 35 million people from <st1:city w:st="on">Tokyo</st1:city>,
as other reactors including Fukushima Daiini on the east coast were also at
risk.<br />
<br />
Thousands of people fleeing from the smoldering reactors were not notified
where the radioactive plumes were travelling, despite the fact that there was a
system in place to track the plumes. As a result, people fled directly into regions
with the highest radiation concentrations, where they were exposed to high
levels of whole-body external gamma radiation being emitted by the radioactive
elements, inhaling radioactive air and swallowing radioactive elements.<br />
<br />
[2] Unfortunately, inert potassium iodide was not supplied, which would have
blocked the uptake of radioactive iodine by their thyroid glands, except in the
town of <st1:city w:st="on">Miharu</st1:city>.
Prophylactic iodine was eventually distributed to the staff of <st1:place w:st="on"><st1:placename w:st="on">Fukushima</st1:placename> <st1:placename w:st="on">Medical</st1:placename> <st1:placetype w:st="on">University</st1:placetype></st1:place>
in the days after the accident, after extremely high levels of radioactive
iodine – 1.9 million becquerels/kg were found in leafy vegetables near the
University.<br />
<br />
[3] Iodine contamination was widespread in leafy vegetables and milk, whilst
other isotopic contamination from substances such as caesium is widespread in
vegetables, fruit, meat, milk, rice and tea in many areas of <st1:country-region w:st="on">Japan</st1:country-region>. [4]<br />
<br />
<b>The <st1:city w:st="on"><st1:place w:st="on">Fukushima</st1:place></st1:city>
meltdown disaster is not over and will never end. The radioactive fallout which
remains toxic for hundreds to thousands of years covers large swathes of <st1:country-region w:st="on"><st1:place w:st="on">Japan</st1:place></st1:country-region> and will
never be “cleaned up.” It will contaminate food, humans and animals virtually
forever. </b><br />
<br />
<i>I predict that the three reactors which experienced total meltdowns will
never be dissembled or decommissioned. </i><br />
<br />
TEPCO (Tokyo Electric Power Company) – says it will take at least 30 to 40
years and the International Atomic Energy Agency predicts at least 40 years
before they can make any progress because of the extremely high levels of
radiation at these damaged reactors.<br />
<br />
This accident is enormous in its medical implications. It will induce an
epidemic of cancer as people inhale the radioactive elements, eat radioactive
food and drink radioactive beverages. In 1986, a single meltdown and explosion
at <st1:city w:st="on">Chernobyl</st1:city>
covered 40% of the European land mass with radioactive elements.<br />
<br />
Already, according to a 2009 report published by the New York Academy of
Sciences, over one million people have already perished as a direct result of
this catastrophe. This is just the tip of the iceberg, because large parts of <st1:place w:st="on">Europe</st1:place> and the food grown there will remain radioactive
for hundreds of years. [5]<br />
<br />
<b>Medical Implications of Radiation</b><br />
<b><br />
Fact number one</b><br />
<br />
No dose of radiation is safe. Each dose received by the body is cumulative and
adds to the risk of developing malignancy or genetic disease.<br />
<b><br />
Fact number two</b><br />
<br />
Children are ten to twenty times more vulnerable to the carcinogenic effects of
radiation than adults. Females tend to be more sensitive compared to males,
whilst foetuses and immuno-compromised patients are also extremely sensitive.<br />
<br />
<b>Fact number three</b><br />
<br />
High doses of radiation received from a nuclear meltdown or from a nuclear
weapon explosion can cause acute radiation sickness, with alopecia, severe
nausea, diarrhea and thrombocytopenia. Reports of such illnesses, particularly
in children, appeared within the first few months after the <st1:city w:st="on">Fukushima</st1:city> accident.<br />
<b><br />

Ionizing radiation from radioactive elements and radiation emitted from X-ray
machines and CT scanners can be carcinogenic. The latent period of
carcinogenesis for leukemia is 5-10 years and solid cancers 15-80 years. It has
been shown that all modes of cancer can be induced by radiation, as well as
over 6000 genetic diseases now described in the medical literature.<br />
<br />
But, as we increase the level of background radiation in our environment from
medical procedures, X-ray scanning machines at airports, or radioactive
materials continually escaping from nuclear reactors and nuclear waste dumps,
we will inevitably increase the incidence of cancer as well as the incidence of
genetic disease in future generations....<br />

<p>The situation in Fukushima is bad enough that a Major Japanese News Outfit, the Asahi Shimbun reports that excessive radiation is killing Robots seeking to inspect the Fukushima Reactor #1. In an article titled <a href="http://www.asahi.com/ajw/articles/AJ201703240064.html">"Nuke watchdog critical as robot failures mount at Fukushima plant" THE ASAHI SHIMBUN March 24, 2017</a>, they report:</p>
<blockquote>"These regulators are increasingly calling for a new survey methodology after recent investigations utilizing robots controlled remotely generated few findings and were quickly terminated." <a href="http://www.asahi.com/ajw/articles/AJ201703240064.html">[http://www.asahi.com/ajw/articles/AJ201703240064.html</a>]</blockquote>
<p>The problem is not with the Robots, but with the regulators. They don't like what they are finding.</p>
<blockquote>"The lower part of the reactor’s containment vessel is submerged in water where deposits of fuel debris are believed to reside below the surface after melting through in the 2011 nuclear disaster, triggered by the Great East Japan Earthquake and tsunami."</blockquote>
<p>They essentially admit that all that is left is debris, that any corium left long melted through the containment and are located in water beneath it.</p>
<blockquote>"At one location, the robot succeeded in placing a camera, which is combined with a dosimeter, to a depth 0.3 meter from the containment vessel floor."</blockquote>
<p>But they are unable to proceed far.</p>
<blockquote>"The probe measured underwater radiation levels from 3.0 to 11 sieverts per hour during the five-day survey. But it was unable to take images of the debris in the water.</blockquote>
<h4>A Gift that Keeps Giving</h4>
<p>Apparently the Robots cannot get past the debris or withstand the radiation, and are dying before they are able to see any corium. Apparently these ruins are stil incredibly dangerous, still leaking large amounts of radiation, and still are a hazard to people around the world, but especially around the Pacific basin.</p>

Just a quick forward to this article from Bellona.org. Bellona is a Norwegian based NGO specialists in nuclear waste cleanup and safety. Both Nils Bohmer and Charles William Digges were in Tokyo within the first days of the Fukushima nuclear meltdown and offered their services and high specification radiation detection equipment to the Japanese government to measure the all important first days releases from the nuclear disaster of 2011.</div>

These early measurements would have been crucial and also a requirement of the IAEA`s safety protocols (post Chernobyl) to ascertain the likely heath impacts to the surrounding areas to the Fukushima nuclear plant meltdown disaster. The Japanese government refused their kind offer and it was another 2 years before Nils and Charles could get to the Fukushima disaster site.</div>

This lack of nuclear safety culture and cover up was mentioned in the official IAEA Fukushima accident report and it seems also ignored by the Halden management.</div>

So, this couldnt happen again could it? Well it has no only happened again but there was no media reporting of the October 2016 meltdown (ongoing) that is producing iodine 131 and hydrogen to either the Norwegian public nor Bellona (that is based in Oslo Norway just north of the Halden Thorium Research reactor) until Bellona were contacted by myself (Shaun McGee arclight2011 the blogger) only a week ago asking for clarification of the safety of the melted fuel rods and radiation emission status.</div>

Nils has seen fit to make a report on the few facts he could glean. Are those who operate Norway’s only nuclear research reactor taking its safety seriously? A new report raises concerns.</div>

October 25<sup>th</sup> brought reports that there was a release of radioactive iodine from the Halden Reactor. The Norwegian Radiation Protection Authority subsequently withdrew the reactor’s operating license from the Institute for Energy Technology. The NRPA has pointed out several issues the institute must resolve before the reactor goes back online.</div>

It’s not the first time the NRPA has had to issue an order to the IFE. The NRPA had been supervising the IFE since 2014 over its lack of safety culture. The incident in October shows this frame of mind persists.</div>

<strong>Reactor cooling blocked</strong></div>

So what happened in October? The iodine emission began when the IFE should have dealt with damaged fuel in the reactor hall. This led to a release of radioactive substances via the ventilation system. The release began on Monday, October 24 at 1:45 pm, but was first reported to the NRPA the next morning.</div>

The next day, the NRPA conducted an unannounced inspection of the IFE. The situation was still unresolved and radioactive released were still ongoing from the reactor hall. The ventilation system was then shut off to limit further releases into the environment.</div>

This, in turn, created more serious problems. When the ventilation system was closed down, the air coming from the process should also have been turned off. Pressurize air kept the valves in the reactor’s cooling system open, which in turn stopped the circulation of cooling water.</div>

<strong>‘A very special condition’</strong></div>

In the following days, the NRPA continued to monitor the reactor’s safety, and many repeated questions about the closure of the primary cooling circuit. The IFE initially reported that the situation at the reactor was not “abnormal.” By November 1, the NRPA requested written documentation from the responsible operating and safety managers. A few hours later, the NRPA received notice from the IFE that the reactor was in “a very special condition.”</div>

What that meant was that the IFE had discovered temperature fluctuations in the reactor vessel indicating an increased neutron flux in the core, and with that the danger of hydrogen formation. Bellona would like to note that it was hydrogen formation in the reactor core that led to a series of explosions at the Fukushima Nuclear Power Plant in March 2011.</div>

The IFE therefore had to ask the NRPA for permission to open the valves again, even if that meant releasing radiation to the public. The release that followed was, according to the NRPA, within the emission limit values specified in the operating permit.</div>

The IFE has been under special supervision by the NRPA, but it doesn’t seem to Bellona that the IFE has taken the requirement for increased reporting nearly seriously enough. It seems they further didn’t understand the seriousness of the situation that arose in October. The IFE either neglected procedures it’s obligated to follow, made insufficient measurements, or failed to report the results satisfactorily.</div>

Bellona is concerned that the reactor core may become unstable by just closing the vents. Hydrogen formation in the reactor core is very serious, as Fukushima showed. The IFE has previously stopped circulation in the primary cooling circuit for, among other things, maintenance while the reactor has been shut down.</div>

Tokyo Electric Power Co. (TEPCO) has failed to grasp the entire picture of melted fuel possibly accumulating inside the container vessel of the No. 2 reactor at the Fukushima No. 1 Nuclear Power Plant. The radiation levels inside the vessel are extremely high, to the extent a human could be killed in less than a minute, and even a robot designed to conduct a probe inside went down quickly.</div>

The workers were from heavy machinery giant IHI Corp. and other companies engaged in disaster recovery work. On top of their protective Tyvek suits, they were wearing special protective ponchos. They also had four-layer gloves on, with plastic tape wrapped around their wrists. The outfit made them sweat though it was the middle of winter.</li>

In order for TEPCO to move ahead with decommissioning work on the No. 1 through No. 3 reactors at the plant, the utility needs to find out how much melted nuclear fuel lies inside the facilities, and where, in the aftermath of the meltdown of 1,496 fuel rods. The 26 workers were tasked with drilling a hole measuring 11.5 centimeters in diameter in the No. 2 reactor's container vessel to open the way for the probe robot, using a remotely controlled machine.</div>

Ryosuke Ishida, 28, an employee of a related company in Hokkaido, was in charge of removing the machinery that was used in the drilling work. In order to ward off the severely high radiation, he was wearing a lead jacket weighing 10 kilograms on top of his already tightly sealed protective gear. Each worker was allowed only five minutes for their task to keep their radiation exposure doses to no more than 3 millisieverts a day. The dosimeters they were carrying with them were set to beep when the radiation level reached 1.5 to 2 millisieverts, with an additional alarm set to go off when radiation doses hit every one-fifth of those levels.</div>
