Japan halts criminal contempt case against freelancer raising alarm about return to Fukushima


An international press-freedom organization is highlighting a decision by a Japanese prosecutor to suspend criminal-contempt proceedings against a freelance journalist.
It concerned a tweet that Mari Takenouchi made about a group's efforts to get people to return to areas contaminated by the Fukushima nuclear disaster.
The head of a group called Ethos filed a complaint against Takenouchi after claimed that having these people return constituted an "experiment on human beings".
"The decision to suspend the proceedings against the journalist Mari Takenouchi is obviously encouraging, but we persist in calling on the authorities to abandon them altogether and not just suspend them,” Reporters Without Borders secretary-general Christophe Deloire said.

If you’re living in Japan, you may be surprised to know that your right to know has been replaced by the right to remain silent. Shhh … don’t protest. It’s practically a done deal.
The first rule of the pending state secrets bill is that a secret is a secret. The second rule is that anyone who leaks a secret and/or a reporter who makes it public via a published report or broadcast can face up to 10 years in prison. The third rule is that there are no rules as to which government agencies can declare information to be a state secret and no checks on them to determine that they don’t abuse the privilege; even defunct agencies can rule their information to be secret. The fourth rule is that anything pertaining to nuclear energy is a state secret, which means there will no longer be any problems with nuclear power in this country because we won’t know anything about it. And what we don’t know can’t hurt us.
The right to know has now officially been superseded by the right of the government to make sure you don’t know what they don’t want you to know.

The operator of Japan’s crippled Fukushima nuclear plant said Wednesday it has begun a bypass system that diverts groundwater into the sea in a bid to reduce the volume of contaminated water.

The move is an attempt to stop tons of unpolluted groundwater flowing under the battered plant and mixing with water already there that is laced with radioactive isotopes.

Coping with the huge—and growing—amount of water at the tsunami-damaged plant is proving to be one of the biggest challenges for Tokyo Electric Power Co (TEPCO), as it looks to clean up the mess after the worst nuclear disaster in a generation.

As well as all the water used to keep broken reactors cool, the utility must also deal with the water that makes its way along subterranean watercourses from mountainsides to the sea.

An extra 300-400 tons of groundwater becomes contaminated beneath the site each day.

In 2012, more than 15,000 people living near the crippled Fukushima nuclear power plant filed a criminal complaint at the Fukushima prosecutors’ office. They alleged that Tokyo Electric Power Company (TEPCO) and the Japanese central government were criminally negligent for the March 2011 Fukushima meltdown and the way in which the resulting cleanup was handled.
The Fukushima police, however, declined to investigate. And prosecutors quietly dropped all charges against TEPCO, arguing that it was too difficult to prove criminal negligence even though several third-party watchdogs found that TEPCO and government officials had failed to carry out measures necessary to prevent the disaster despite knowing that a devastating earthquake could potentially strike near the plant. Even an independent investigative commission set up by the Japanese National Diet had concluded, "The meltdown was a manmade disaster."
Meanwhile, Fukushima police and prosecutors have set their sites on a 47-year-old single mother named Mari Takenouchi because she wrote a tweet critical of a nuclear lobbyist. Takenouchi may go to jail for it.

Fukushima police and prosecutors are currently investigating Takenouchi for criminal contempt; if found guilty, she could face a month in jail. Prosecutors confirmed they will be flying to Okinawa, where Takenouchi lives, to question her on May 13. Police have already traveled from Fukushima to Okinawa to interrogate her — an unusual occurrence.

Mari is facing charges stemming from speaking out on radiation in Japan and advocacy for families relocating children out of the areas contaminated by radioactivity from the damaged Fukushima Daiichi reactor site, operated by TEPCO. Radioactivity continues to leave that site. It is well established that while lower levels of exposure to radioactivity lowers risk, the greatest hazard from radiation comes when children are exposed, raising the risk of cancer manifold over their entire lives.
The group ETHOS in Japan supports the decision by some to stay and live in contaminated areas. Sadly, some of these families feel they have no choice due to economics and other factors. Certainly young children have no choice. ETHOS advocates monitoring radioactivity, but well established science supports Mari's views that there is no safe dose of radiation and that children need to be protected. We support open discussion, access to information and free choice. We ask the Prosecutor to agree that writing and speaking about these issues are not a crime.

MOSCOW, May 16 (RIA Novosti) – Tokyo Electric Power (TEPCO), the operator of the crippled Fukushima nuclear power plant, plans to begin releasing underground water near the facility into the Pacific Ocean as early as next Wednesday, The Asahi Shimbun reported Friday.
The first water to be released will total around 560 tons, the agency said citing an official from the Ministry of Economy, Trade and Industry. TEPCO will begin releasing the water as soon as it presents results of radiation tests to local government and the fishing industry.
Initial talks between the government and TEPCO agreed that only water with 1,500 becquerels of radiation or less per liter could be released. Tests conducted by TEPCO and two outside agencies have revealed that the Fukushima underground water met the standards, averaging 220 to 240 becquerels of tritium per liter.
TEPCO began pumping out groundwater from the Fukushima nuclear plant in April in an effort to prevent further radioactive leaks.

In the moments before and after the arrival of the powerful typhoon that killed 17 peope in eastern Japan, I sensed that they will be more and more people who will be nosebleeding. Following my senses, I did a simple count on tweets that continue to complain about nosebleeding during the three days from 12:00am 10/15 - 12:00am 10/18.

Impressively enough, there were 359 people complaining about nosebleeds on 10/15 (before and since the typhoon landed) while there were 215 people in 10/16 (after the tyhoon has left), a substantial decrease after the typhoon left. It appears the typhoon has 'blown away' some of the causes of the nosebleeds. The number marked on 10/15 was the second largest accounted since the initial observation conducted during the two week period of 9/20-10/3 (364 people in 9/29)On 10/17, there were 212 people, indicating the number was decreasing or maintaining its level after the typhoon left.

So my "senses" were right. Even if an observation starts from "sensing" something, you can prove yourself right easily by simply collecting the practical facts. No need of theory or scientifict proof. Of course, my "senses" were backed by my empirical thoughts--through training with my previous observation conducted earlier.
I believe MOTHERS have these senses too, in the name of 'maternal instincts'.
Mothers have these instincts that can feel the danger for their children. These 'senses' cannot be outruled by simply saying that they are "Groundless, or without sufficient proof."  We cannot, and we should not. What we need is something to supplement these 'senses'.
A society that neglects and undermines the cries and pleas of mothers is not a healty society. Those mothers complaining about nosebleeds and other symptoms are genuinely concerned of their children's health and well-being. So intuitively and instinctively, the mothers dig into their past memory with their children; on how and when they became sick and how they were treated and became well. This mother's memory could sometimes be more accurate than any medical records. This is the power of a maternal instinct.
And it turns out their 'senses' are also right.



Athough the results are still very few (81 samples) , through my newly deployed survey (Survey I) I have found the following results. (The actual "Survey I" results)
Of 81 respondents nationwide:
  • FACT: 48% were mothers of children in teens or under 10 (10代未満) + (10代)
  • FACT: 30% were students (学生) 
  • FACT: 3% were infants (乳児)
Of 24 students that accounted for 30% nationwide:
  • FACT: 31% were elementary school students (小学生)
  • FACT: 15% were kindergarteners (園児)

Through these findings, however limited in number of total samples taken, we can safely say this: Mothers of these children are the biggest stakeholders of this 'nosebleed epidemic.'
Until I started conducting the series of survey, no one could pinpoint as to who is the biggest stakeholder of the massive number of episodes of nosebleeds and other symptoms reported since the end of September 2013.  But through conducting this survey, we now know who they are, albeit short number of samples.
My hope is to gain momentum for this survey. To empower it, and empower THEM.


Survey I began under pitch darkness; without empirically knowing who the stakeholders are at all, it aimed towards helping EVERYONE who suffered from the episodes. Yet still, we have 359 people tweeting in the internet in just one day. We still don't know the exact figures beyond the realm of all Twitter users in Japan (around 13 million nationwide).
Nevertheless, Survey I has produced a concrete result that "mothers of children of age under ten and over have finally voiced their silent outcries" They are the ones who are most victimized by the situation and are those who are crying out for most help. I believe the series of survey I'm conducting will serve to protect and arm these mothers. In particular, the newly released pilot version of "Survey II".

The newly deployed "Survey II" supplements "Survey I" by accumulating past and present data of the episodes of nosebleeds and other symptoms and their diagnosis, treatment, and medication. What it will serve to do is to supplement mothers' memories.
Under Japanese law, the maximum number of years a medical record can be kept is up to 5 years. So mothers can go back at least 5 years to request for these medical records. "Survey II" serves to work as a sort of a 'memo pad' where mothers can travel back 5 years into their memory and official records:  it advises mothers to go back to the medical records and certificates of their children.
By answering to the carefully navigated questions, their responses will be recorded onto an online spreadsheet that can be downloaded upon request for archiving. (10 responses received so far on the pilot version of Survey II in spreadsheet format )


The two surveys are not designed for mothers only from the onset. It aims to support all those suffer from the episodes by acting as a supplementary information to be used when inquired by medical institutions and doctors. It aims to give them the power of appeal by supplementing their memories that are often ambiguous that are prone to neglect by the doctors as irrelevant information, so that all those suffer from the various episodes will be able to exercise their right to receive better tests, better diagnosis, and better treatments.
But the fact remains that the surveys are powerless without having a critical mass. We need more people responding to these two surveys. No matter how secure I make these surveys to protect the anonymity of the respondents, they are still very few are willing to voice their situations. Unfortunately, our society is not open enough to allow them. But I want to help make them break out of this deadlock. I want to empower those people who are voicing these silent outcries.
To give these surveys the power they need, and to empower those people who are just beginning to voice their "silent outcries", to help the Japanese children, the people, please spread the word of these surveys to your friends in Japan, ask them to post it on their blogs, Facebook, tweet about it, discuss it on listserves, or even personal websites. We desperately need your help.

FACTS: Previous compilations of tweets presenting facts discovered during the last 2 weeks (*Tweets are all in Japanese)
  1. FACT: Over 5,000 ppl were reported of tweeting "nosebleed"(hanaji) over the past two-day period from 9/22-9/23
  2. FACT: Over 3,000 ppl were reported of tweeting "Can't stop my nosebleed"(hanaji ga tomaranai) during the week of 9/20-9/30 (as of 12am 10/01/2013 JST)
  3. FACT: Over 2,500 ppl were reported of tweeting "I'm nosebleeding" (hanaji ga deta) during the short days of 9/28-9/30 (as of 12 am 10/01/2013 JST)
  4. FACT: Over 600 ppl were reported of tweeting "Can't stop my nosebleed" during the 3 day period of 10/1-10/3 (as of 12 am 10/04/2013 JST)


(1) During the two-day period of 9/22-9/23, over 5,000 tweets were accounted with people tweeting "nosebleed" (Exact figure was 5,015 but my own comments and reactions have been deducted) nationwide. (2) Also during the period of 9/20-10/01, over 3,700  (Exact figure was 3,717 but my own comments and reactions were deducted) tweets were accounted with people tweeting "Can't stop my nosebleed" nationwide, signifying that the symptoms are recurring and massive in volume.

The compilation of nosebleeding tweets (1) has been filtered with the keyword of "hanaji ga tomraranai(鼻血が止まらない)", which evidently reduces the number of search results. When filtered just by the keyword of "hanaji(鼻血)" (2), there were over twice more in just two days. Thus the over 3,700 ppl accounted for the last 14 days are deemed to be inconclusive (there are in fact MORE; and there are more ppl WITHOUT Twitter).

Observation of the 14-day tweets compilation suggests that the tweeters are in average of the age under 30. Most of them are students (high-school and college students, perhaps some junior-high schoolers and elementary school children under parental care; there are some albeit very few reports from parents themselves), and new adults working part-time or full-time under the age of 30. The exact statistics of these cannot be known due to the complexity of figuring out the identity of the tweeters.

But this much we know:
The vast majority of these youth are under 30 (assumed) are not taking seriously of the nosebleed and are either often found joking about it or trying to handle the situation all by themselves. Because nosebleeding in Japan is often associated with having improper (often sexual) thoughts and fantasies, there is an inherent cultural barrier in Japan that restrain them from coming out in the open to admit it as a serious matter or even just letting the public know about it. But in fact the observation suggests that many of them are suffering from the (a) recurring, (b) massive in volume, and (c) enduring nosebleeding that are beginning to pose risks to their overall health by causing other symptoms such as low fever, headaches, nausea, and fatigue. Some are skipping schools and work due to them.

There is some hope since some of these people have started to take the matter seriously to seek medical help. Many suspect that the medical dysfunction of nosebleeding and other symptoms are caused by seasonal hay fever (ragweed pollen), stress, or fatigue. Japan's mainstream media as well as the medical institutions are not taking the matter as serious health risk and thus there are virtually no reports on these symptoms. The social media helped bring light to the issue, thanks to Twitter.

Without major medical warning or reports through the mainstream media, however, people cannot determine whether it is indeed a great health risk or not. There are no accumulated, reliable statistics on the issue of nosebleeding (at least not in Japan, either by the government or by the medical community) and thus people cannot make an objective judgement based on them (without the help of mainstream media). However, what we see on Twitter is only a tiny portion of what is happening in the real world. Thus the numbers found can be easily multiplied by ten or more (then can we say approx. 37,000 and in a week is a lot or not?). We can only FEEL the threat that this is a great health risk. That there are "way too many nosebleeding" going around.

As suggested before, the observed tweets strongly suggest that the reported nosebleedings are:
  1. recurring;
  2. massive in volume; and
  3. enduring.
It has been observed that many tweeters have suffered the symptom for at least more than 3 days in a row, with symptom enduring for more than 30 minutes and up to 3 hours, which also defines massive quantity of blood being lost. We must let them know that this is NOT NORMAL and prompt them to seek immediate medical help or other assistance.

I created a web survey to ask them of the level of their symptoms so as to ascertain their location (region) and the exact demographic distribution of symptoms in Japan nationwide. The survey, however has gone widely unnoticed. It is quite strange, given that my initial compilation of tweets (FACT1) have enjoyed over 30,000 views nationwide.

For Japanese Facebook and Twitter users, I've been asking for assistance to help spread the survey to as much of the affected people as possible using the list shown above. For users overseas, I would like to ask the following:
  1. Help me create a database out of this massive list;
  2. Help me find reliable statistics on nosebleeding in general vis-a-vis abnormal nosebleeding; and
  3. Help me devise a way to bring in the international civic community's attention on the matter.

FINAL NOTE: There was an unconfirmed report that the 400-ft. tall exhaust pipe at F1 have crumbled around 9/20 immediately following the M5.9 earthquake (Shindo 5-lower in JMA scale) epicentered in Fukushima causing massive radioactive pume from spreading across the country. There was also an unconfirmed report that government personnel (in particular the MoFA ppl) were ordered to evacuate to the Southern part of Japan in Kyushu or Okinawa to avoid the catastrophe. These unconfirmed reports (a.k.a. 'rumors') were quickly killed  within the social media community without having any major media exposure. Days after the reports there are this report about increasing nosebleeding incidents, with common characteristics of 1) large volume, 2)enduring, 3)recurring patterns.

Here's your radiation:International Marine Science Organization Releases Report On Radiation In Pacific Ocean


If you’ve heard about Fukushima radiation spreading to the Pacific Coast of North America but were “corrected” by sources both official and expert that this was based more on rumor than reality, then consider the information presented at the October 2013 North Pacific Marine Science Organization (PICES) annual meeting.

Researchers from Fisheries and Oceans Canada confirmed that the radioactive plume from Fukushima is indeed reaching the shores of Canada and the United States – and was detected at least six months ago - carried both in the ocean surface water and the atmosphere on similar but slightly different courses.

The fact is that the initial findings of radioactivity from Fukushima on the shores of Alaska, British Columbia, California and Mexico – confirmed privately within the scientific community months ago – are just the beginning. They are consistent with previous predictions of cesium-137 hitting the West Coast of the continental United States in late 2013 and early 2014. Scientists have acknowledged that it will continue to spread into the Arctic Ocean, reaching eastern Russia and eventually pouring into the Atlantic Ocean.

All models point to increased radiation from here on out. Just how bad it will get remains to be seen, but red flags were raised last week when health officials dismissed concerns about readings taken in San Francisco and posted on the Internet that showed levels as high as 150 counts-per-minute – about five times higher than normal background radiation levels.
